Sandra Bullock’s family has just grown by a daughter!

The Our Brand Is Crisis star, 51, has just adopted her second child—a 3 ½-year-old girl named Lalia from Louisiana—who has been in foster care up until now.

The adoption journey was actually started by Bullock’s son, 5-year-old Louis, who Bullock adopted from Louisiana back in 2010.

“Louis spearheaded this whole journey,” Bullock said to PEOPLE.

“When I look at Laila, there’s no doubt in my mind that she was supposed to be here,” Bullock gushed. “I can tell you absolutely, the exact right children came to me at the exact right time.” The actress now has a house brimming with “pink and glitter… mixed with Legos and Batmans.”

Bullock also shared about the tough transition Laila (pronounced Lila) has faced since leaving foster care.

“I knew she was scared, and all I wanted was for her to know Louis and I weren’t going anywhere.”

The actress tried her best to keep her adoption news private for as long as she could, for Laila’s safety.

“You feel it’s very much like witness protection,” she shared. “Unbeknownst to me, a photographer had followed us and taken a photo of us in line. The next day, I learned that a photo of her was being shopped around for sale to every outlet around the world. I had promised and legally agreed to protect her from something like this, and here I was chasing down lawyers—having them begging them to keep her safe.”

“Most foster children are in foster care because they were taken from their birth homes under tragic circumstances—and the last thing I wanted was to bring more harm to her because of the nature of my job.”

Bullock’s boyfriend Bryan Randall took the exclusive family photos for the PEOPLE cover story, which Bullock decided to share in hopes of bringing attention to the 415,129 children currently in foster care in the United States.

“My family is blended and diverse, nutty and loving and understanding. That’s a family.”
